<p>So the NCAA has spoken, Oregon is finally penalized...but not really. </p> <p>While the headline that</p>

<p>sounds rather ominous, but the actual penalty on the Oregon program for the infraction is rather mild. <p>Here are the full list of penalties, from the shorter <a href="http://www.ncaa.org/wps/wcm/connect/public/ncaa/resources/latest+news/2013/june/oregon+former+head+coach+failed+to+monitor+football+program" target="_blank">NCAA release</a>:</p>

<li style="font-family: Arial; line-height: normal; padding: 4px 0px; margin-right: 0px; margin-bottom: 0px; margin-left: 0px;">A reduction of initial football scholarships by one from the maximum allowed (25) during the 2012-13 and 2013-14 academic years (imposed by the university).</li>
<li style="font-family: Arial; line-height: normal; padding: 4px 0px; margin-right: 0px; margin-bottom: 0px; margin-left: 0px;">A reduction of total football scholarships by one from the maximum allowed (85) during the 2013-14, 2014-15 and 2015-16 academic years (imposed by the university).</li>
<li style="font-family: Arial; line-height: normal; padding: 4px 0px; margin-right: 0px; margin-bottom: 0px; margin-left: 0px;">A reduction of official paid football visits to from 56 to 37 for the 2012-13, 2013-14 and 2014-15 academic years.</li>
<li style="font-family: Arial; line-height: normal; padding: 4px 0px; margin-right: 0px; margin-bottom: 0px; margin-left: 0px;">A reduction of permissible football evaluation days from 42 to 36 in the fall of 2013, 2014 and 2015 and permissible football evaluation days from 168 to 144 in the spring of 2014, 2015 and 2016.</li>
<li style="font-family: Arial; line-height: normal; padding: 4px 0px; margin-right: 0px; margin-bottom: 0px; margin-left: 0px;">A ban on the subscription to recruiting services during the probation period.</li>
<li style="font-family: Arial; line-height: normal; padding: 4px 0px; margin-right: 0px; margin-bottom: 0px; margin-left: 0px;">A disassociation of the recruiting service provider. Details of the disassociation are included in the public report (imposed by the university).</li>

<p>So former Oregon head coach Chip Kelly can't come right back to coach Oregon again should his stint in the NFL fails (<i>but the ban is only 18 month</i>). Other than that, Oregon loses two scholarships and that's it (in addition to some further reduction in paid football visits and football evaluation days).</p>
<p><b>No bowl ban</b> or anything drastic like that. While this is not all that surprising, it will likely add to the common public perception that NCAA is a joke. Maybe karma will come back and punish the Ducks later.</p>

<p>SANCTIONS?</p> <p>Two years after the original report <a href="http://rivals.yahoo.com/ncaa/football/news?slug=ys-robinson_scout_details_deal_oregon_kelly_070111">with Willie Lyles </a>broke, the NCAA's Committee on Infractions has decided they are ready to rule on whether or not Oregon committed any wrongdoing.</p>
<p>[Apparently the NCAA feels no need to move at the same speed Oregon does on offense.]</p>
<p>To refresh <a href="http://www.oregonlive.com/ducks/index.ssf/2013/06/oregon_ducks_set_to_learn_fate.html">your memory</a>, here's a quick summary of the Willie Lyles saga:</p>

<p>Reports surfaced in March 2011 that the football program had paid $25,000 for a national recruiting package from Houston-based recruiting consultant Willie Lyles and Complete Scouting Services. The payment came one month after highly recruited running back Lache Seastrunk signed a letter of intent with Oregon in February 2010.</p>
<p>Lyles served as a mentor to Seastrunk, out of Temple, Texas.</p>
<p>Later it surfaced that Lyles had a similar relationship with several other Oregon players from Texas, including LaMichael James, Tra Carson, Dontae Williams and Marcus Davis.</p>
<p>Many programs use recruiting services to help save time by providing information on recruits out of a team's region. Using such services is within NCAA guidelines.</p>
<p>However, a review of the national recruiting package Lyles provided Oregon in 2011 consisted of names of players who had graduated from high school in 2010, thus making the package worthless. Included was a defensive lineman who had played for Auburn against Oregon in the BCS National Championship game.</p>

<p>Feel free to use these comments to speculate on what Oregon's punishment will be, celebrate in case sanctions are announced, or curse bitterly if the Ducks get away cleanly.</p>

<p>The Oregon Ducks will learn what punishments their football team will have to endure from the NCAA very soon.</p> <p>After a few years of deliberation, investigation, and obfuscation, the NCAA is about to release their findings on their investigation of the University of Oregon. Punishments and sanctions will also be revealed.</p>
<p><a target="_blank" href="http://www.addictedtoquack.com/2013/6/25/4463308/oregons-ncaa-sanctions-penalties-tomorrow-will-lyles-recruiting">Addicted to Quack reports</a>:</p>

<p class="pgh-paragraph" id="paragraph3">The report will be sent to reporters tomorrow at 7:30am, and there will be a teleconference at 8am. This will contain everything. What Oregon did, what Oregon didn't do, and most importantly, the penalties the NCAA will hand down. Assuming that Oregon does not appeal the penalties, it will all finally be over.</p>
<p class="pgh-paragraph" id="paragraph4">And what a ride it's been. The original report by Charles Robinson of Yahoo, <a target="_blank" href="http://rivals.yahoo.com/ncaa/football/news?slug=cr-oregon030311">detailing Oregon's payments to Will Lyles and Baron Flenory</a>, came out March 2011. Oregon has had to <a target="_blank" href="http://www.oregonlive.com/ducks/index.ssf/2013/06/oregon_ducks_have_paid_210271.html">pay over $200,000 in legal fees </a>to handle the mess, and has <a target="_blank" href="http://www.goducks.com/ViewArticle.dbml?DB_OEM_ID=500&ATCLID=208488160">led to a new director of compliance</a>. And Oregon won two BCS bowls during that time.</p>

<p class="pgh-paragraph"><a target="_blank" href="http://www.californiagoldenblogs.com/2013/5/22/4357428/ncaa-football-oregon-allegations-arrington">A letter was leaked several months ago</a> indicating<a target="_blank" href="http://www.registerguard.com/rg/sports/29909423-81/ncaa-oregon-allegations-notice-ducks.html.csp"> that Oregon was guilty of seven sets of violations</a>.</p>
<p class="pgh-paragraph"> </p>

<p class="BodyText-BodyText">The NCAA’s case against Oregon began with questions about the Ducks’ relationship with scouting services, including one run by Willie Lyles. It grew to include improper contact with recruits made by Lyles after he became — in the eyes of the NCAA — a booster for the university; hundreds of impermissible phone calls by football staff, and too many staff members engaged in recruiting at any one time.</p>
<p class="BodyText-BodyText">The notice released Wednesday states that "all of the alleged violations ... are considered to be potential major violations of NCAA legislation, unless designated as secondary." None is designated as such; Oregon argued in the summary disposition proposal that violations related to the use of scouting services should not be considered major.</p>

<p class="pgh-paragraph">So what will the punishment be for the Ducks? Bowl bans? Pac-12 titles stripped? Permanent huddling? One set of uniforms? Robo Duck is now the permanent mascot?</p>
