The biggest question for any recruiting class starting out is who a team ends up taking as their quarterback. Right now the Golden Bears can't be certain who will end up being their man.
Newhall (Ca.) Hart QB Brady White is probably a big target right now. But other schools are starting to take notice, starting with James Franklin and Penn State. Fast off of flipping Koa Farmer to the Nittany Lions, Penn State has offered both White and his teammate Trent Irwin.

Cal has also offered both White and Irwin together.
If White decides to start looking at other schools, the Bears will move onto other targets in a rich class of California quarterbacks. Their latest offer went out to Folsom (Ca.) quarterback Jake Browning, the California Gatorade Player of the Year (as a junior!) after setting state records for passing touchdowns.

At 6'2, 185 pounds, Browning is a prototype pro-style quarterback. He already holds several Pac-12 offers from schools like Colorado, Washington and Washington State, plus Boise State. Cal is a bit behind on Browning compared to some of these schools. They might have some catching up to do if he becomes their number one target.
Bellflower (Ca.) St. John Bosco quarterback Josh Rosen is the grand prize, but UCLA seems to be in a good place with him right now. Rosen does want to visit a few major programs and others are making big overtures (national champions Florida State just offered), so I don't expect an imminent commitment to the Bruins (yet.).

Another potential target down the line is Sherman Oaks (Ca.) Upland quarterback Tyler Hilinski. Hilinski only has one offer from Utah State, but if the Bears decide to offer don't be surprised if he pounces on it and tries to commit.
